Dr Chan holds a PhD in Business Administration and a professional DBA with research focused on safety management, a Master of Business in Logistics Management, and a BSc in Shipping Technology and Management.

Dr Chan is a chartered economist of the Hong Kong Institute of Chartered Economists, and a fellow of the Hong Kong Institute of Chartered Economics Analyst, and a chartered member of the Chartered Institute of Logistics and Transport. He held senior management positions from Head of Department to Vice President in the field of transport and logistics, including cargo and passenger terminals, bus and ferry services.

Dr. Chan is a teaching fellow with specialism in maritime safety and operations management.
